The weatherization process begins with an energy audit, where a professional assesses your home's energy use, checks for air leaks, and inspects energy equipment for potential improvements and safety issues. Based on the audit, a recommended plan for cost-effective energy conservation is provided, and a crew leader explains the work process and timeline. Once the work is completed, an inspector ensures everything meets safety and quality standards, prioritizing your health and well-being.

In just 2023, the CACOST Weatherization program saved households over $373,421.

The weatherization process begins with a local WAP provider scheduling an energy audit to assess your home’s energy efficiency. A professional auditor examines energy bills, conducts a blower-door test to measure air leaks, and inspects all energy equipment and home areas, including attics and basements. This evaluation helps identify improvements to enhance efficiency and address safety concerns.

After the audit, the auditor provides a scope of work outlining recommended upgrades. A crew leader or auditor explains the process and timeline before work begins. Once completed, a final inspection ensures the upgrades meet Standard Work Specifications and that all systems operate safely. The process prioritizes both energy efficiency and household safety.

Income Eligibility for Weatherization Programs in Texas (2025): LIHEAP WAP helps with energy bills and weatherization (150% of Federal Poverty Level). DOE WAP focuses on home weatherization improvements (200% of Federal Poverty Level). If you qualify for LIHEAP, you may also qualify for DOE WAP.

Note: if your income is below the LIHEAP WAP threshold, you automatically qualify for DOE WAP weatherization.

Important Documents

Documentation is required for every household member:

US Citizen:

(One of the following documents is required for each household member):
  • Birth Certificate with D.L. or ID
  • U.S. Passport
  • Certificate of Naturalization/Citizenship with Driver License or Identification Card

Permanent Resident:

  • Permanent Resident Card and Driver License or Identification Card

Income:

Income must be submitted for all household members employed.

  1. If you receive paycheck stubs, submit the consecutive stubs for the thirty (30) days prior to the date the application was signed for all household members employed.
  2. If you receive the following monthly payments, an Award Letter from 2025 is required: (Bank statements CANNOT be accepted)
    • Social Security (SS) or Supplemental Security Income (SSI)
    • Housing/Section 8 Assistance – Proof of utility reimbursement
    • Retirement or Pension
    • VA or VA Disability Benefits
    • DD-214
    • Insurance / Workman’s Comp / Annuity Payments
    • Child Support / Unemployment Benefits / Food Stamp / SNAP or TANF
    • Child Support or Unemployment Benefits: Provide a Payment Detail Summary (Letter must reflect on or after date of signed application)
    • Food Stamp / SNAP or TANF: Benefit letter must be within 30 days of application date.
  3. If you are unemployed and not receiving any income, are self-employed, paid in cash, or receiving family support, a written Declaration of Income Statement will be needed as documentation.

Current Electric Bill:

Provide complete bill – You must submit a front and back copy of your electric bill showing meter number and service address. If disconnect notice, provide disconnect electric bill and previous bill statement.

Current Gas Bill:

Provide complete bill – You must submit a front and back copy of your gas bill showing meter number and service address.

Proof of citizenship or legal residency:

Documentation for every household member is required: Birth certificate and ID or U.S. Passport or Certificate of Naturalization and ID or Permanent resident card.

If declaring children other than your own, a non-expired notarized letter that proves you have custody over children will be required.
