The Comprehensive Energy Assistance Program (CEAP) helps low-income households manage their utility costs by providing financial assistance for electricity, gas, and propane. In crisis situations, the program can also help repair or replace heating and cooling systems to ensure families remain safe in extreme weather conditions. Additionally, CEAP includes energy education, offering practical tips to help consumers reduce energy costs and improve long-term financial stability.

Priority assistance is given to households with elderly or disabled individuals and families with children under five, ensuring that the most vulnerable receive support first. While CEAP provides immediate relief, it also equips participants with the knowledge to manage their energy expenses efficiently, helping them regain self-sufficiency. Households that do not qualify are referred to other available community resources.

Eligibility for CEAP is based on the Federal Poverty Income Guidelines.
Proof of Citizenship or Legal Residency is required.

Important Documents

Documentation is required for every household member:

US Citizen:

(One of the following documents is required for each household member):
  • Birth Certificate with D.L. or ID
  • U.S. Passport
  • Certificate of Naturalization/Citizenship with Driver License or Identification Card

Permanent Resident:

  • Permanent Resident Card and Driver License or Identification Card

Income:

Income must be submitted for all household members employed.

  1. If you receive paycheck stubs, submit the consecutive stubs for the thirty (30) days prior to the date the application was signed for all household members employed.
  2. If you receive the following monthly payments, an Award Letter from 2025 is required: (Bank statements CANNOT be accepted)
    • Social Security (SS) or Supplemental Security Income (SSI)
    • Housing/Section 8 Assistance – Proof of utility reimbursement
    • Retirement or Pension
    • VA or VA Disability Benefits
    • DD-214
    • Insurance / Workman’s Comp / Annuity Payments
    • Child Support / Unemployment Benefits / Food Stamp / SNAP or TANF
    • Child Support or Unemployment Benefits: Provide a Payment Detail Summary (Letter must reflect on or after date of signed application)
    • Food Stamp / SNAP or TANF: Benefit letter must be within 30 days of application date.
  3. If you are unemployed and not receiving any income, are self-employed, paid in cash, or receiving family support, a written Declaration of Income Statement will be needed as documentation.

Current Electric Bill:

Provide complete bill – You must submit a front and back copy of your electric bill showing meter number and service address. If disconnect notice, provide disconnect electric bill and previous bill statement.

Current Gas Bill:

Provide complete bill – You must submit a front and back copy of your gas bill showing meter number and service address.

Proof of citizenship or legal residency:

Documentation for every household member is required: Birth certificate and ID or U.S. Passport or Certificate of Naturalization and ID or Permanent resident card.

If declaring children other than your own, a non-expired notarized letter that proves you have custody over children will be required.

The SHARE Program offers bill payment assistance to Brownsville Public Utilities Board (BPUB) residential customers who meet specific criteria. To apply for the SHARE Program, BPUB residential customers may submit their applications through Community Action Corporation of South Texas, located at 519 E Madison St, Brownsville, TX 78520.

 

The following documents will be required: 

  • BPUB billing statement 

  • Proof of income for the last 30 days 

  • Any supporting documents for  unemployment or underemployment
