Housing Stability Services Program
The Housing Stability Services (HSS) program serves low-income households who are homeless or at risk of becoming homeless as a result of COVID-19.
Program Services
The program is able to provide assistance with the following:
- temporary hotel/motel stay
- rental deposits*
- utility deposit fees
- utility reconnection fees
- transportation vouchers
- referrals to other community resources
*HSS cannot assist with monthly rental payments
- personal hygiene products
- child care assistance
- clothing assistance
- food assistance
- ID recovery

Application Requirements
All applicants must submit all necessary documents with their application to show proof of housing instability, identification of all members in the household, and income for all household members. The details of acceptable documents for each category are shown below. Click the button to download and fill out the application. Applications with the necessary documents may be emailed to the staff member serving your area or dropped off at the office closest to you. If you have questions or need assistance with submitting your application, please contact the staff member serving your area.
Must be financially impacted by the pandemic
Applicants must certify that due to or during the pandemic they have been financially impacted (for example: experienced a reduction in income, incurred significant costs, or experienced other financial hardship).
Proof of Housing Instability
Acceptable Documents may include:
- Disconnected Utility Notice
- Self-Declaration of Homelessness
- Self-Declaration of Housing Instability
Identification of all members in the household
Acceptable Documents may include:
- State of Texas Issued Driver License or Photo ID
- Birth Certificate or U.S. Passport
- Social Security Card
Proof of all income for the past 30 days prior to the date of application.
(Must include all household members 18 years of age or older)
Acceptable Documents may include:
- Pay stubs for the past 30 days
- 2020 Annual Income Statement
- Self-Certification form
- SNAP
- TANF
- VA Pension
- Section 8 Assistance Letter
- Social Security Award Letter
